BUSINESS AT A STANDSTILL. POSTAL, TELEGRAPH AND TELEPHONE EMPLOYEES CEASE WORK. ALLEGED TYRANNICAL REGULATIONS. Received March 17, 9 a.m. PARIS, March 16. There is a general strike of French postal, telegraph and telephone employees. The strike is alleged to be the result of oppressive tyrannical regulations. As a consequence, business in many centres is at a standstill. Twenty thousand telegraph messages have been blocked in Paris, and English messages have been and are being greatly delayed.
