RUSSIA AND TURKEY.
FINANCIAL ARRANGEMENTS. Received, March 16, 10.35 p.m. LONDON, March 16. The Russo-Turkish financial arrangement has been concluded. A compromise has been arrived at which frees Turkey from paying war indemnity for forty years and enables the realisation of 125 minion francs.
