TARIFF REFORM.
SPEECH BY BALFOUR, Keceived March 14, 4.30 p.m. LONDON, March 13. Mr A. J. Balfour, Leader of the Unionists, was the guest of the Executive Committee of the Tariff Reform League at a banquet. "No doubt," said Mr Balfour, in the course of a speech, "fiscal reform is the first plank of our patfurm. (Cheers). It is the matter whereto any Unionist Government must first address itself." Mr Balfour referred at length to Mr Winston-Churchill's declaration as regards retaliation in connection with the new French tariff, and quoted extracts from speeches of Ministers who claimed that retaliation really meant protection. It was another indication, irrespective of Party, that the old scheme must be changed. These were symptoms that the opinion held by the Unionists was spreading beyond the Unionists' ranks, and he predicted that when the changes came they would produce i:o undue shock to national industry or to the course of national trade. Mr Balfour added: "The changes will be common sense, moderate an d reasonable."
