The LabourCounciliori the motion of the Seamen's Union delegate,rescinded, by 66 votes' to' 49. the extreme powers'it gave itself recently of calling upon all- unions to strike, whether they wished, to do so or nut. The council still reserves the right to check che spread of trouble during a period of industrial unrest.
