TARIFF REFORM.

Received March 3, 9 a.m. LONDON, March 2. The Associated Chambers of Commerce of the United Kingdom by 46 to 31, with 32 delegates remaining neutral, favoured tariff reform. SPEECH BY SIR A. P. ACLANDHOOD. Received March 3, 9.15 a.m. LONDON, March 2. Sir A. P. Acland-Hood, Conservative member for Wellington Division of Somerset, addressing a Tariff Reform gathering at St. Stephen's, Cornwall, deprecated Unionist Freetraders appealing to their constituencies on the basis that they would offer themselves for reelection if they are unable to support a tariff reform Budget.
