Received March 1, 10.35 a.m. WASHINGTON, Msreh 1. Congress has eliminated an amendment requiring President! Roosevelt to divide tl e Navy, one half to be in the Atlantic and the other half in the Pacific. President Roosevelt strongly opposed the amendment because the experience of Russia and Japan showed that the division cf a Navy weakness.
