INDIAN COUNCILS BILL.
FRIENDLY CRITICISM. Received February 25, 9 a.m. LONDON, February 24. During the second reading debate in the House of Lords on the Indian Councils Bill, Lords Curzon and Macdonald indulged iD friendly criticism of the measure. They strorjgly deprecated the appointment of natives on the Viceroy's Council. The Bill concedes Mohammedans separate electorates,' and in the Legislative Councils a number of seats in excess of their numerical strength.
