WELSH AND SCOTTISH MINERS.
REDUCTION IN WAGES. Rccieved February 24, 11.30 a.m. LONDON, February 23. Lord St. Aldwyn, a3 arbitrator under the Welsh Conciliation board, has decided on a reduction o: five per cent, in miners' wages. Lord Ardwall, acting similarly for the Scottish Board, has reduced; wages by six and a quarter per. cent.
