A COMING REFORM. Mr Massey and his followers have long urged the establishment of a Civil Service Board; they are now receiving support from their opponents, and if Ministers and heads of departments continue to find grievous fault with departmental officers, the public will come to the conclusion, already reached by many, that an Independent Civil Service Board is an absolute necessity, remarks the Christchurch "Press," if the work of administration is to be carried on without the political interference that so often spells inefficiency and extravagance.
