FORMING A NEW MINISTRY

Rifaat Pasha deelii.ed the portfolio of Foreign Afa'rs in the new Ministry. Nazim Pasha refuses to return to his former command or accept another post. He objects to the army's participation in politics. Before the defect of Kiamil Pasha, late Grand Vizier, army officers lobbied members.
RIPAAT ACCEPTS PORTFOLIO. Received February 18, 9 a.iti. LONDON, February 17. A later report states that Rifaat Pasha has now accepted the portfolio o£ Foreign Affairs.
