A VOTE OF CENSURE.

CONSTANTINOPLE, Feb. 14,
In connection with the recent changes in the Cabinet made by him, Kiamil Pasha, the Grand Vizier, has refused to attend Parliament and give an explanation, before Wednesday next.
The Chamber, by 195 to six votes, pa sed a vote of censure on him. There was a stormy sitting, extending over six hours. The vote was superfluous, as prior to Ihe end of the sitting Kiamil Pa&ha had tendered to the Sultan his resignation, alleging that the Chamfer h id a dead sat against him —this being due to the influence of the Committee of Union and Progress on the ground that he had dismissed colleagues who enjoyed confidence. Th2 committee deny that they intended Youssouf Izzedin to supersede the Sultan, and acd that so Jong as the Sultan respects the Constitution the committee will respect liis life and rights. The Chamber asked the Sultan to appoint a Grand Vizier deserving the confidence of the nation. NEW MINISTRY FORMED. Received February 15, 10.22 p m. CONSTANTINOPLE, Feb. 15. Hilmi Pasha, Minister ot the Interior in Kiamil Pasha's Cabinet, has formed a Ministry, including Ali Kiza, Minister cf War, whose removal caused a crisis. Kifaat Pasha, at present Ambassador in London, has been appointed Minister of Foreign Affairs. Kiamil Pasha's Ministers of Public Works, Commerce and Justice remain in the newly formed Ministry.
