THE RUSSIAN PROPOSAL. PORTE'S RESOLVE. Received February 8, 8.20 a.m. CONSTANTINOPLE, Ferbuary 7. The Porte has resolved to accept Russia's proposals in principle, but has submitted certain counterproposal, to be discussed at a Balkan Conference, which are viewed very unfavourably by Russia. COUNTER PROPOSAL DEPRECATED. DISQUIETING NEWS FROM MACEDONIA. Received February 8, 10 p.m. SOFIA, February 8. The Porte's counter proposal is deprecated at Sofia as calculated to increase the tension. It is stated that unless M. Isvolsky's offer be frankly accepted the Bulgarian Reservists, who remain under arms until the end of this week, may be allowed to return to their homes, but equal or larger numbers will ba summoned, thus increasing the war spirit.

Statesmen at Sofia emphasise that the Porte's acceptance would not preclude separate arrangements for the liquidation of the Turkish debt. Meanwhile news from Macedonia is somewhat disquieting. According to Reuter this would entail upon Russia a ' sacrifice of a million sterling beyond M. Isvobky'j offer. GOVERNMENT QUARRELS WITH A BANK. URGENT NEED OF MONEY. Received February 8, 9.0 a.m. CONSTANTINOPLE, Feb. 7. Owing to quarrels with the Ottoman and Deutsche Bank, the Turkish Government is in urgent need ot money, and is already discounting part of the money she is to receive from Austria.
