SOUTH AFRICAN CAPITAL.

QUESTION OF A SITE. DELEGATES' THREATS. Received February 3, 9 a.m. DURBAN, February 2. The tension at the South African Closer Union Convention with regard to the capital city question, continues. Several of the delegates threaten to leive for their homes. Neither the Transvaal nor Cape Colony is prepared to give way, and the main chance for a successful conclusion seems to be a compromise, Capetown becoming the legislative capital, with the Federal Parliament sitting there; Pretoria the administrative capital, with Civil Service headquarters; and Bloemfontein the headquarters of the judiciary.

COMPLETE AGREEMENT REACHED.

The Convention has reached a complete agreement and rises to-morrow. Though there is no official news it is stated that Capetown will be the seat of the Legislature and Pretoria the seat of Administration.
