SALE OF DIAMONDS.
A GERMAN DECREE. Received January 29, 11.30 p.m. BERLIN, January 29. According to an Imperial decree, iali diamonds found in German Southwest Africa must bo handed to the colonial authorities for sale. The authorities will deduct one-third of the price as a tax, besides retaining a percentage to defray trading expenses and pay a residue to the mining companies. Diamonds may be withheld from sale to prevent depreciation. It is stated that a diamond market will be shortly established in Berlin with German polishers.
