REDUCTIONS JUSTIFIED. PRIME MINSTER'S VIEWS. . RELATIONS OF JAPaN AND AMERCIA. Received January 27, 8.20 a.m. LONDON, January 26. Reter's agent at Tokio reports that Marquis Katsura, Prime Minister of Japan, speaKing in the Diet, justified the reductions in Japanese armaments. Count Komura, Foreign Minister, j expressed confidence in the sincerity jof the Washington Government. He did not believe the proposed legislation in California would in any way affect the relations of the two i countries.
