JAPAN'S PREMIER'S IDEALS.
Marquis Katsura, the Japanese Premier, speaking to the Conference of Local Governors atTokio, on October 14th, said that since his assumption of office he was constantly faced with anxiety in discharging his duty satisfactorily. The furtherance of the national prosperity couid only be achieved bythe diligence and selfhelp of the people of the Empire. It was of primary importance to cultivate sound and steady thought on the part of the people, and to prevent them 'from falling into habits of vanity and display. This principle should be kept in mind by the Governors in administering local affairs and guiding the people under their jurisdiction. Official discipline should be strictly maintained, and in carrying out undertakings their relative importance to meet local requirements should be carefully considered. In conclusion," reports the Japan "Weekly Chronicle," "the Premier urged his hearers to discharge their duties faithfully, in the belief that the furtherance of the national prosperity could only be achieved by the sound and healthy growth of the nation."
