CONDITIONS OF LABOUR.
DEPARTMENTAL COMMITTEE REFORT. SYSTEM OF FINES BY EMPLOYERS. RESTRICTION URGED, Received January 5, 8 a.m. LONDON, January 4. A departmental committee has reported recommending an extension of the Truck Acts, and urging restric tion of the system of fines by employers. The committee considers the living-in system to be harmful on the morai side, but says the evils alleged are neither so serious nor so widespread as has been represented. 'lt recommends that regulations be framed dealing with the subject. Mrs I-I. J. Tennant (formerly Superintending Inspector of Factories) and Mr S. Walsh (Labour M.P. for luce), in a minority report, express themselves in favour of the abolition of livmg-in, fines, and deductions from wages.
