M, ISVOLSKY'S SPEECH. Received December 27, 9.35 p.m. LONDON, December 28. The Bulgarian, Italian, Servia and Turkish papers, commend the speech delivered in the Duma by M. Isvolsky, Russian Minister of Foreign Affairs, relative to the Balk&n crisis. The Russian Press severely denounce M. Isvolsky's reference to the destiny of the annexed provinces as amounting to a confession of Russia's impotence, and declare that it is calculated to encourage the Austnans to insist on the most extreme pretensions.

The newspaper "Novoe Vremya" suggests that Austria only proposed the preliminary negotiations in order to delay war until the spring.
