PLOT TO ASSASSINATE GOMEZ. CONSPIRATORS ARRESTED. CASTRO'S DOWNFALL COMPLETED. Received December 23, 10.15 p.m. CARACAS, December 23. There has been considerable excitement here during; the past two weeks in political circles, and all sorts of rumours have been afloat with regard to the political situation. A revolution on a large scale was on foot, but was nipped in the bud. President Castro's adherents desired to rid thamselve3 of Vice-Pre-sident Gomaz, and plotted to assassinate him. The plot was discovered, and this, it is considered, completes President Castro's downfall. The conspirators intended to seize the Administration and with aid of the army overawe the population. The prisoners included President Castro's brother.

A document filed in the High Federal Court proposes to impeach Castro in complicity. His money supplies have been stopped. Vice-President Gomsz has issued a proclamation promising a decorous and pacific solution of international disputes, a decree whereof Holland completely revoked. CLEANING OUT THE HOUSE. Received December 23, 8.30 a.m. CARACAS, December 22. Vice-President Gomez, who is administering the Government during President Castro's absence in Europe, has eliminated all Castro's adherents from the Cabinet.
