THE SULTAN'S SPEECH
MODELLED ON WESTERN LINES.
CONSTANTINOPLE, Dec. 18. The Sultsn's speech was modelled on Western lines. It described the Parliament of 1876 as having temporarily dissolved till the people were better educated. KING EDWARD'S CONGRATULATIONS. Received December 20, 4.15 p.m. LONDON, December 19. His Majesty King Edward has telegraphed to the Sultan of Turkey his sincere congratulations on the assembling of the Turkish Parliament. "My earnest prayer is that its activity will conduce to the happiness of all Your Majesty's subjets, and promote their prosperity and welfare," telegraphed Hi 3 Majesty. "1 trust the country will maintain its cordial and peaceful relations with other countries." The British Government has despatched a telegram tendering the new Parliament their cordial good wishes for the success of its deliberations for the strengthening of the tie of friendship between England and Turkey.
