LONDON, December 18. In the House of Commons, the Hops Bill was withdrawn. Lord Robert Cecil's Bill, imposing penalties for the wilful disturbance of public meetings, was read a third time unanimously. It is aimed at such offences as those of the suffragists. The Port of London Bill was read a third time. The House of Lords amended the Mines Bill, increasing the time of labour by half-hour per day, and deferring the da£e of the Act's coming into operation. Received December 19, 8.7 p.m. LONDON, December 19. The House of Commons, after strong Labourite protests, agreed to the Government's reluctant acceptance of the House of Lords amen dment to the Miners Eight Hours Bill, permanently excluding the time occupied entering and leaving a mine from the stipulated eight hours. The House of Lords amendment delaying the opei'ation of the Bill for twelve months was disagreed with.
