avITALY AND AUSTRIA. SIGNOR TITTONI EXPLAINS THE TRENTIN AFFAIR. Received December 8, 9 a.m. ROME, December 7. The Italian .-Foreign Minister, Signor Tittoni, speaking i". the Chamber of D?puties, disclosed the position in regard to the negotiations leading up to the Triple Alliance. He said the matter of the cession of Trcntin to Italy had not been discussed, but it was indicated • that Italy might seek compensation on a settlement occurring in Macedonia and Albania.

The "Neue Freic Prcsse" says:— "Italy's entering on a new understanding with Russia at a moment when differences are pending between Russia, Austria, and herself, is a blow to the Triple Alliance, and Italy thus recedes (?) from the mistake she made at the Algeciras Conference." One of the causes which occurred at the Algeciras Conference in its earlier stages was unrest in the Balkans, which prevented Russia and Austria attempting to adjust points of conflict between France and Germany. Signor Venosti, the Italian delegate, adopted a very reserved attitude, which aroused the arger of the German Government and the German Press. Signor Brazilai stated recently, during a speech in the Italian Chamber of Deputies, that in 1881, when Count Kobilant was Italian Foreign Minister, Austria had expressed the willingness to cede Trentin to Italy in the event of definite annexation by Austria of Bosnia and Herzegovina.
