NEGLECTED AND ILL-TREATED CHILDREN. A MOTHER IN COURT. By Telegraph—Press Association. AUCKLAND, December 2. In the Police Court Sarah Chappel, • a married woman living apart from her husband, was charged with hav•ing nelected and ill-treated two illegitimate children. The Magistrate said accused was living a life -of dissipation and debauchery, and 1 leaving the children to shift for "themselves. But for the kindness *of neighbours they would probably have died. The children were ordered for committal to an industrial school, and the 'mother was remanded for sentence.
