Monteiiego has handed a Note to ■the Austrian representative at >Cettinje, claiming the cession of Spezza (SpitzaV, besides othar compensation. Austra has refused the Note, de--claring that Montenegro was not empowered to make representations 1 regarding the Berlin Congress. Spizza, or Spitza, is a town in the southern extremity of Austrian territory, lying between Montenegro and the Mediterranean coast. AUSTRIA'S IRRITATION AT THE BOYCOTT. *> A SERIOUS SITUATION. Despite the Austrian Ambassador's (Marquis Pallavicini'3) threat to take unlimited leave the young Turks and the Government are afraid to coercj porters to load or unload Austrian ships at Constantinople and Salonika. The Vizier invited the heads ot the Porters' and Boatmen's Guilds to confer with him, but they declined to discuss the boycott until Austria changos her attitude. The "London Times" Stamboul correspondent reports that the tension between Austria and Tuikey is unmistakeably serious, and that Marquis Pallavicini's- departure would mean complete rupture.
