THE STATE VERSUS THE HOME.
Writing in the belief that every child deserves such care and attention as will best fit it eventually to become a good citizen, M. K. Inglis deals with the question of the State
ver&us the home, in the "Fortnightly," and asks if there should not be a Central Government Department for Children. The writer would apparently desire to see the Government in some way supervise homes where education and care was defective without actually removing children from what is, after all, their natural place: —"The question of visiting and probationing homes, of reporting on the necessities of each and of apportioning grants will be the difficulty. To enlist the proper men and women to do this work might be no easy task, but it can be done, and, what is more, before many years have passed, I believe it will be done all over the country. Trusted travelling head i nspectors would have to be appointed and no stone left unturned to ensure that the system should be free trom bribery and corruption, and that the self respect and independence of recipients should not be lowered, for any thoughtful person must see the dangers that may lurk behind probationing or inspecting homes or individuals and of giving money to assist families."
