AMERICA'S POLICY TOWARDS CHINA.

In writing from Shanghai to the "Tung Wan Times," Sydney, Mr Tong Chai Chih, the late editor of the paper, says that, the ''man of the hour, and the person most talked of throughout China, is Mr William Howard Taft," who since writing has been elected President of America. The merchant classes of China were all hoping for Mr Taft's election. Mr Tong supplies the following interesting extracts from speeches delivered by Mr Taft during his recent visit to China; —"The policy of the Government of the United States has been authoritatively stated to be that of seeking the.permanent safety and peace of China, the preservation of Chinese territorial and administrative entirety, the protection of all rights guaranteed by her to friendly Powers by treaty and international law, and, as a safeguard for the world, the principle of equal and impartial trade with all parts of the Chinese Empire. This was the policy which John Hay made famous as the 'open dooi.' By written memorandum all the Great Powers interested in the trade of China have subscribed to its wisdom, and declared their adherence to it. The Government of the United States has not deviated in slightest from its attitude in this regard since the policy was announced in 1900."
