THE LICENSING BILL.
PROPOSED COMPROMISE. Received November 17, 8.5 a.m. LONDON, November 16. Lord Hugh Cecil and Viscount, Halifax (of the English Church, Union) have announced that the Dean, of Canterbury, the Very Rev. Henry , Wace, had circularised incumbents in, England and Wales, urging them to defeat the proposed Education Bilk compromise.
