A RATIFYINOBILL. VIENNA. November 13. A Bill has been introduced in the Lower House of the Reichsrath, ratifying the extension of the Emperor Franz Josef's sovereignity over Bosnia-Herzegovina. A REPORT^oiNIED. BELGRADE, November 13. A semi-official statement published here contradicts the story which recently appeared in the Vienna "Neues Wiener Tagblatt," about a petition asking King Peter to resign. THE SEIZED RATLWAY. A BIG PRICE ASKED. CONSTANTINOPLE, November 13. The Oriental Railway Company's demand for £5,800,000 as the price of ths Eastern Roumelian branch of its railway, recently seized by Bulgaria, delays negotiations in regard to a settlement of Balkan affairs. Bulgaria deems the price exorbitant.
