EARL CAWDOR'S DEFINITION

LONDON, November 11.

A private meeting of the Navy Committee representing Unionists and Liberals, the Right Hon. W. H. Long (Conservative) presiding, unanimously adhered to Earl Cawdor's definition of the two-Power standard—namely, a superiority of at least 10 per cent, in large armoured ships over the next two strongest naval Powers. The committee is considering the question of taking steps to press a debate on the question of the twoPower standard.
