MR BIRRELL AND THE BRITISH NAVY.

Recdived November 8, 4.20 p.m LONDON, November 7.

Mr A. Birrell, Chief Secretary for Ireland, speaking at Brighton, commented on the scant respect shown for treaties. He declared that it was vitally essential that Britain should have the strongest navy in the world. She needed it as an instrument of peace.

"We must build our ships, Germany or no Germany, because of our history, our position and enormous trade as the world's carrying power," concluded Mr Birrell.
