BELGRADE, November 7. boats on the Danube stopped a Servian tug towing barges laden with ordinary merchandise. The Servians are greatly irritated fit what they regard as a violation of t>be international law.
AN OFFENDED PLENIPOTENTIARY. CETTINJE, November 6. Voukotitch, Montenegrin Finance Minister, failing to obtain .satisfaction for the Agram incident, has returned his Austro-Hungarian decorations.
The Austrian authorities at Agram •forcibly detained and searched M. "Voukotitch, who was proceeding on a mission to King Peter of Servia. Austria subsequently apologised for the "regrettable detention."
