PRECAUTIONS AGAINST OUTBREAKS.
Received November 4, 9 a.m. CONSTANTINOPLE, Nov. 3. As a precaution against further outbreaks, the guns of three vessels on the Bosphorus have been traine d in the barracks. Other guns ashore have been placed in a similar position. \
