A MINISTER RESIGNS.
APOLOGIES AND RECONCILIATION. Received November 3, 9 a.m. PARIS, November 2. M. Pi card, French Minister of Marine, discovering that M. Clemenceau, Prime Minister, had made a vitriolic anonymous attack upon him seven years ago, resigned his portfolio. M. Clemenceau handsomely apologised, and a reconciliation followed, M. Picard's resignation being withdrawn.
