BRITAIN AND GERMANY.
THE TALKATIVE KAISER. OFFICIAL EXPLANATION. Received November 3, 8 a.m. BERLIN, November 2. The "Cologne Gazette" states that the Kaiser converged at Ilighcliffe and elsewhore with all sorts of English personages relative to his attitude towards England. These views were collected and have now been reproduced. The London "Times" says that the official explanations made in Berlin only deepen the unfavourable impression regarding the interview, and hopes that it has not escaped the British Government's notice that the Emperor admits that a majority of the German nation is unfriendly to Britain, and mean to go on indefinitely enlarging the German Navy.
"The Times" urges the Government, after such a plain warning, to immediately announce its intention to proceed during 1909 with the building of sufficient, Dreadnoughts and Invincibles to keep the British Navy well up to the two-Power standard. •JAPANESE PRESS ANGRY. Received November 3, 8.36 a.m. TOKIO, November 2. The Kaiser's references to the Far East have caused great uneasiness in German official and commercial circles in Tokio, where it is feared the strenuous efforts that have bee;i made for a decade to rehabilitate German interests, will be nullified.
The Japanese newspapers make rigorously critical utterances. The "Jiji Shimpo" accuses Germany of stirring up trouble,and adds: "Japan is justified in making preparations of emergency." CLAMOURING FOR PRINCE BULOW'S RESIGNATION. Received November 3, 9.10 p.m. BERLIN, November 3. Intense indignation is shown against Prince von Bulow. Many newspapers clamour for his resignation, declaring that he failed in a mo3t elementary duty to the Emperor and nation.
