BRITAIN AND GERMANY.

THE KAISER INTERVIEW

A LENGTHY CONFERENCE

INCREASED EXCITEMENT AND IKRITATION IN GERMANY.

Received November 2, 8.20 a.m BERLIN, November 1,

After the publication of the official explanation, the Kaiser motored to Prince von Bulow's palace, and remained there for two and a half hours.

The manuscript of the interview passed under the notice of various secretaries and heads of departments, but none realised its importance, apparently because it consisted of small flimsies iij different handwriting. The Foreign Office was under the impression that the publication of the document had been decided upon, and that it merely confirmed the historical accuracy of facts. The official explanation has increased the excitement and irritation in Germany. The apparent purpose of the explanation is to shift the responsibility from the Kaiser, siiice it contains an emphatic denial that the Kaiser has been following his own initiative in politics without the knowledge of his responsible adviser.

The German press threaten uncom- j fortable interpellations when the Reichstag assembles on Wednesday next. BERLIN PRESS INCENSED. Received November 2, 9.10 p.m. BERLIN. November 2. The Berlin Press are incensed at the crass stupidity of Prince Bulow and the Foreign Office in authorising the publication of such a mass of indiscretions. The "Taegliche Rundschaf" states that the official explanation will not disarm criticisms of the Emperor's role. It was still clear that Prince Bulow stood heiplessly by while the Foreign Office played the part of the bad, cowardly, or helpless adviser. All German patriots feel weighed down with care since it was clear that the Kaiser rules alone in foreign affairs, while constitutionally responsible persons are degraded to the level of the chorus, which is obliged to foHow, to shield or palliate him and disentangle his twisted threads, j thereby sacrificing energy, while feeling the responsibility. The "Taegliehe Rundschaf" urges the j Reichstag to insist that German statesmen alone shall be responsible for the policy of the nation.
