Miltchjff, Bulgaria's special delegates, are conierring with the Grand Vizier at StambouK M. Liaptcheff declares that he possesses full powers to conclude arrangements with the Grand Vizier. ST. PETERSBURG, November 2. Public opinion in Russia beiieves that the chances of a conference of the Powers meeting are rapidly disappearing. There are also numerous indications that Russia will not accept tne annexation of Bosnia and Herzegovina as a fiat accompli. The Servian Crown Prince is much satisfied with his conversations with the Czar at Peterhof.
