MIKADO'S REPLY TO PRESIDENT ROOSEVELT. Received October 28, 8.3 a.m. TOKIO, October 27. The Mikado, in reply to President Roosevelt, expressed the opinion that the visit of the American fleet to Japan would surely tend to cement the friendship and good neighbourly feeling between the two countries.
