A RESIGNATION.
LONDON, October 16. "The Times''' Pekin correspondent states that Mr Kinder, engineer in-chief of the Northern railways of China, has resigned, on the ground that he has been deprived of all real authority, and that his position has been made intolerable by the Imperial Government.
