The Dominion Prime Minister, Sir Wilfrid Laurier, in a speech at Farnham, Quebec declared that Canada would make no more pilgrimages to Washington; any overtures for reciprocity must come from America. Sir Wilfrid Laurier made a strong appeal in favour of preference to Great Britain, declaring it a bond of Empire, which was at present only in its infancy.
