THE END OF LEGITIMATE INSPIRATION.

'The Wellington "'Post"" baa discovered what is aotually wrong with the Liberal Pafty.. Referring to the 'fourth edition of thfr Arbitration Bill, ,and the manner in, which it was. shot through'the Legislative- Council, the paper in question observes:—"Such guesswork legislation, is legislation of the worst, type;; and nothing could be more likely to- damage the principle which the Government profe.3S33 to-hayo at, heart. When these thing&.bappen,, it is* pliain that the Liberali Party is- ah, the end of it.s legitimate inspkatiion.. Yet in the rank and file oti Liberal .members there is much ca&ocity, honesty, and sound sense;. It is tha leaders that have degenerated.."' Assuming that ,the "Post" we must remark that we an'e astonished tj find that the leaders of the- Liberal Party degenerate su uapidLy. The Prime Minister has- only occupied his position for a. few months, fomparatively speaking, while- the Cabinet contains !no less titan. four mew Ministers. ! Now, if dageneratiod has taken place it must be amongst the newest members of the- Cabinet, because the "old" Ministers.have not been doing anything out of the way; in fact it is not their habit to make a stir! As to all, the good qualities that the rank, and file of the Government Party possass., the "Post" might hav.a been good enough, in a casual way, to have- let the public know who the m,eaabers are that would adorn the Ministry. The contention fihat the Government has come to j the end of its inspiration in 4 the matter of legislation is correct. The work of law making cannot be carried ou at the terrific pace that has prevailed in the past—laws .without administration are ussless, and administration involves a good deal more than pleasing the supporters of the ruling party.
