BULGARIA BUYING REMOUNTS. SUGGESTED ARBITRATION. LONDON, October 2. Bulgaria is actively purchasing remounts for the army. Russia has addressed a memorandum to the signatories to the Berlin Treaty proposing that the Orient railways question be submitted to arbitration. Baron vdn Aehrenthal, Austrian Chancellor, recognises the Treaty of Berlin as a juridical basis for the matter, but fears that the suggested examination would only protract a settlement. The "Standard" says Russia's proposal gives Bulgaria a chance to retreat from a false position without any serious loss of prestige. A BETTER OUTLOOK. -Received October 4, 4.30 p.m LONDON, October 3. There is a better outlook in the Balkans, Several Powers, including Germany, have welcomsd Russia's proposal for a conference of signatories concerning the judicial interpretation of certain articles in the Berlin treaty, mure especially in relation to the status of the Roumelian railway.
