A by-election for the vacant Richmond seat in the Victorian Assembly resulted in the return of a Labourite, Mr Cotter. The seat was formerly held by a Ministerialist. BUTTER EXPORTS. MELBOURNE, October 3. The butter exports for the State for July and September totalled over a million and a-half pounds less than for the same period last year. A PLAGUE RAT. SYDNEY, October 3. The plagued rat found at Darling Harbour was the first caught for two months.
