HEAVY TRAFFIC BILL.

After considerable discussion the second reading of the Heavy Traffic Bill was agreed to by the Legislative Council yesterday afternoon, and the Bill was referred to the Agricultural Stock Committee. The Bill deals with vehicles which, with or without a load, weigh more than a ton and a half to each wheel, vehicles drawn by bullocks, or any vehicle with or without a load which requires more than six animals to draw it. The Bill consists mainly of clauses which may be adopted in whole or part by any local authority controlling roads. The local authority will then be able to grant licenses for heavy traffic on conditions largely within its own discretion. The maximum scale for annual license fees, two-wheeled vehicles, with 2J" to 3-inch tyres, is to be £10; four-wheeled vehicles, 2J-inch to 8 -inch tyres. £2O. In cases where the vehicle is to be used

in two or more districts the license is to: be issued by tne,Governor, 1 and the fees apportioned by a Magistrate among the local authorities. The maximum penalty for offences is £2O, and if an offence has been a continuing one, £5 per diem.
