WHY HE Dfo NOT CROSS THE FRONTIER. Received September 18,12.10 a.m. LONDON, September 17. According to French newspapers the reason why the Kaiser did not cross the frontier was owing to a warning being giveij that two Alsatians had left Mulhausen intending to assassinate him.
