One can hardly take part in any discussion on politics nowadays without hearing the opinion expressed that it does not] matter what Parliament is doing so leng as a share of the plunder can be secured, remarks the " Hawke's Bay Herald." That is not a high-toned view, jbut it is the popular view. The one question asked about a candidate is whether he is likely to squeeze the Government for more than his opponents. And as a consequence the Government are apparently expected by the more subservient districts to nominate a candidate for them. This is a complete reversal of political theory. The Ministry are no longer the servants of the public. They are the masters of the public, and the public know it.
