THE BOROUGH RATES.
The Masterton Borough Council will hold a special meeting this evening to consider the question of the increased water rate demand, which has been sent to the already heaviiy taxed ratepayers of the Borough. The position is to all appearances a very serious one for the Council as well as for tl?e unfortunate ratepayers, for it is open to very grave doubt whether a local body can unmake a rat€ after making it, or if there is any legislative authority for altering a rate during the currency of the period for which it is made. It is sincerely (o be hoped that the best legal advice will be obtained before any definite action is taken to amend what the Council has done. If such advice is taken, and as a consequence it is found necessary to begin the rate making de novo —a:: is, perhaps, not improbably we strongly urge the Council to reconsider the whole of the rates to be levied with a view to bringing them down to such a reasonable tigurj as the ratepayers may be able, in the present somewhat unsatisfactory condition of the town, to pay.
