A SHARP REVERSE. FEDERAL CIRCUIT COURT'S DECISION. NEW YOkK, September 11. President Roosevelt's anti-corpora-tion campaign met with a sharp re verse by the Federal Circuit C u t of Pennsylvania declaring that the commodities clause of the Hepburn Act is unconstitutional. The clause forbids the railways to ship from one State to another, or abroad, commodities whereof they are producers or manufacturers, unless such commodities are essential to their legitimate functions as common carriers. It is especially aimed at railway ownership of collieries. The railways affected own or control 90 per cent, of the unmined anthracite coal in Pennsylvania. The Attorney General (Mr Charles J. Bonaparte) will appeal to the United States Supreme Court.
