Received September 10, 9.30 a.m. CONSTANTINOPLE, Sept. 9. One Silvio Ricter, who is believed to have been concerned with another in an attempt to kill the Sultan as he was leavinir a mosque, was arrested at Stamboul, whither he had returned, believing the recent amnesty included him.
