THE SECOND BALLOT.
The Second Ballot Bill is down for its second reading in the Legislative Council to-day. It is already an open secret that several of its clauses will have to be amended if they are to be mada workable; at present any number ox'members are prepared to show that more than one section fails to attain its purpose. Since the Bill passed the House, feeling against the "gag" clauses of the measure appears to be growing. Councillors are not directly interested in the second ballot, but it is already clear that the Bill will receive a good deal of attention—and this will particularly apply to the committee stages of the Bill.
