HOPES FOR THEIR DISPERSAL,
CONGRATULATIONS,
FIRST INDIAN IN IMPERIAL PARLIAMENT.
Received September 7, 8.35 a.m. LONDON, September 6. Sir G. Sydenham Clarke, Governor of Bombay, telegraphing to Mr Dadabhai Naoroji, the first Indian who was elected to the Imperial Parliament, congratulating him on attaining his eighty-third birthday, expressed the hope that he would be spared to eee tha dispersion of the clouds threatening tne progress of the people of India. Mr Naoroji replied to the effect that he hoped timely, necessary reforms would cause a change for the better and restore faith in British justice.
